Diese Datei editieren:
sudo nano /etc/mysql/mariadb.conf.d/50-server.cnf

Adresse von 127.0.0.1 auf folegnd ändern:
bind-address = 0.0.0.0

SQL neu starten:
sudo systemctl restart mysqld

Dann brauchst du noch einen DB-User mit externem Zugriff:
sudo mysql -uroot -praspberry
CREATE USER 'vz'@'%' IDENTIFIED BY 'secure';
GRANT USAGE ON *.* TO 'vz-admin'@'%';
GRANT ALL PRIVILEGES ON `volkszaehler`.* TO 'vz-admin'@'localhost' WITH GRANT OPTION;
exit

Zu beachten wäre allerdings: '%' bedeutet das man auch außerhalb
vom lokalen Netz zugreifen darf.
