[vz-dev] inotify capability for MeterFile

Dear all,

I have added inotify capability to the MeterFile protocol.

I tried to push my commit to github.com, but I do not seem to have the 
necessary permissions.

The change itself is not huge - do you want me to email the changes, or 
is there a chance that I get the necessary permissions?
